We have been using different documents - I have been using the .ppt version that was referenced from google search, obviously not as up-to-date as F1 - shall use that in the future.

Next question on the document version control - is it possible to set the version control for draft as V0.0.m-DRAFT, rather than V1.0.0-DRAFT-n?

It is exactly the answer I war reparing.
But I would not use this, because in my mind V1.0_draft1 means first draft version of 1.0.
This is what draft stands for.
V0.0_draft1, for me, means first draft of no version... so I don't know wich version I am preparing.
Otherwise, you can directly make a V0.1 (before V1.0) which is so kind of draft of V1.0.
But this is Version Management Process, on your own choice.
What I have been trying to achieve is a "Central Store" for common template files, such as all the Project Management Documents (PMBOK structure), etc.
They are common documents across all projects, which need the same format/structure applied through all, so to ensure that all my teams, wherever in the world they are working can quickly and easily pull the "template" file, change the required bits, then upload it to the applicable project.
I have ended up creating an "internal" project, priority 999 and placing all the documents in there. for teams to take off copies as they need.
Is there a more "streamlined" way that this could be done?
Your way to do will require to affect all project managers in order to give them view to template documents.
Other way is to link documents not to a project but to a product (for instance you can create a virtual product called "Template"). This way, every user will see these documents, as everybody sees documents linked to products only (there is no Popject access rights applied).
