Question : Display notification

Hello,
I have a question link to display notification topics,
When a notification is activated :
- After logging in, message generated after “Login accepted” : OK
- In the sconderay menu on the left of the screen : OK

But I don't have the bell icon on the top of the screen. 
Strange phenomenon, I don't have the bell icon with a standard chrome tab but in private chrom tab the icon is ok.

Any idea of ​​the reason for the difference between the two behaviors?
