problemes with rights managements and the reports

I think I found a bug in the rights managements and the reports :

I am using projeQtOr V9.2.2 (290) I want to define an user that will have a read-only access to all the project : he can see them but he cannot create, update or delete projects. AND at the same time I want this user to have access to the reports on all the projects (basically he can see everything but cannot change anything : it is a user for my boss)

the user is "utiltest1" and its profile is "profiltest" (see screen copies 1 and 2 in the attached file)
I defined an access mode : "modeaccestest" (see screen copy 3 in the attached file) : he can read every projects but cannot create, update or delete
I granted the access mode "modeaccestest" to the profile " profiltest" on the element "projects" (see screen copy 4 in the attached file)

the project screen is fine : the user "utiltest1" can see the projects but nothing more (see screen copy 5 in the attached file)
BUT THE PROBLEM IS that when I go to the reports the "project" pull-down menu is empty (see screen copy 6 in the attached file)

IF I change the access mode : "modeaccestest" to grant creation rights (see screen copy 7 in the attached file)
The "project" pull down menu in the reports is not empty anymore (see screen copy 8 in the attached file)
but of course my user "utiltest1" can create new projects in the projects screen which is not what I want !!

Why should I need creation right to get some reporting ?  I  think there is a bug : the project pull down menu in the report should not be filled if the user has creation rights but if he has reading rights.
