Information of Sub-Projects are not shown on some profiles

Since the last update (from V9.5.3 to 10.0.3) I got reports from users that elements are not shown.
E.g. yesterday someone couldn't see activities and tickets of subsystem (i fixed a detected WBS ordering issue successfully, changed his responsibility on the hat-project and back, and today it worked (he could still see the subprojects).
But today another one cannot see all the sub projects including the activities. They are assigned to an operative hat project (OPE) and have rights as "Manager" (default configuration) on the project data.

There is another Hat project which is configured as administrative project and has some subprojects and there is no issue...

It seams that there is the same issue in the Demo project.
On the left I am logged in as Member, where project 1.4 is missing, which is visible as Manager (right side).
