Of course it is normal B)
If an assignment exists, this means you started some kind of work on the activity.
For instance you may have some planned work or real work that can have some impact on planning. So the best way is to "close" the activity instead of deleting it.
If you really wish to delete the activity, you have to manually delete the assignment first. ;)
