cannot record tickets

You have 173 lines in table ticket with id up to 207, and you have 247 lines in table workelement referencing id of ticket up to 301.
Moreover, not corresponding items have some real work !
So sure you have a real mess in your database, and this was not done through application because :
- framework ensures concistency between table ticket and workelement
- application will never let you delete items with real work

I think the best for you is to retreive a backup and restore your database.
