Getting Issue in Installation of projeqtor 7.0.0

We did not mention it, sorry (I'll add it on the changelog and technical requirements), but ProjeQtOr V7.0 requires ate least PHP 5.4.
We've fixed the part you point out so you'll be able to install V7.0.1 on PHP 5.3, but some external libraries have been upgraded to assume compatibility with PHP 7.2.
Some on PHP 5.3, some features won't work, such as :
- email sending
- export to pdf
- possibily other features using external libraries

We highly recommand to use at least PHP 5.6, and if you have the opportunity to miograte to PHP 7.0 ou 7.1, please do : you'll get much better performance.
