Default language for all users was created by tonix
Actually I see users cannot use the website default language, they are just switched to english.
I feel there is an antry missing in user language selection which is 'system default'.
It looks like users and system use the same array for selecting language, and that makes impossible to have a predefined default language.
I feel users language array should have one more entry: NULL -> 'Default language'. Simply, if user default language is NULL, it should be filled with system default language.

Default language is selected by admin in Global parameters screen.

Yes, but actually if user does not select a language, default is always english instead of system default.

No, default is not english. Default is what admin choosed (OK default is english if admin did not choose...).
But admin can change.
Setting to system defaut was working on previous version, but was really a mess and was asked to be changed.
