I have an activity that is priority 1 and needs to be done specifically on a specific date. When I use the resource planner, which is a great tool, no matter what planning status or priority or validated start and end date I enter it does not place that specific activity the required date that it needs to be planned to be done.

How do I do this using the Resource planner as the resource has other activities with less priority to do to.

Use planning mode "regular between dates".
This will "force" the planning at the expected date.

Either you do no replan all projects where resource is used on the expected week, of resource entered real work on that week.

Check on which project(s) the resource is busy on the expected date.
Then replan (on same step) this(these) projet(s) and the project of the "fix" activity
