What is the purpose of the request ?
 
Just being able to name a pool as a ticket responsible is fairly easy to code but does little to help.
It is more relevant (but much more complicated to code) that each member of the pool sees the tickets for which the pool is responsible on the Today screen in the "Tasks I am responsible for"
It is even more relevant (but even more complicated to code) that if we define a right to see and/or modify the tickets "for which we are responsible" we can see/modify the tickets for which the person in charge is a pool of which we are part.

In principle I agree with you, in a maintenance team before an individual assignment a ticket is first visible by a pool of ressource, pool managed according to a product or domain or customer, etc ....

That would be a good thing in the software
