Ah, your incident is not as I thought. Just to recap, what I understood:

1. You have created new profiles.
A new project created !!! With the default ADMIN account
2. You have a project in progress.
3. You have a user, which is a resource.
4. You want to assign / assign the resource to the project with the new profile created.

5. In the affection window, you can not find the new profile.

Except with new users it's ok

You cannot allocate a resource to a project with a profile over your own.
Profiles priorities are considered depending on sort order value.

1) Can you show profile list ?
2) What is your profile ?

You did not define the sort order or your 3 new profiles (id 8, 9 & 10).
So they have an order of zero.
So they are listed first, before Admin profile.

A user cannot allocate to project with a profile over his own.
Then user with profile Admin can allocate with profiles Admin or Guest, but not with 3 new ones.
User with one on the new profiles can allocate with any profile.

Just change sort order of your new profiles to get what you need.
