Tenders and Bills creation

- a better evidence on condition that determine a planning failure for a project

- the possibility to create a draft for a Tender from initial values of a project

- the possibility to create a draft of a Bill from real values of the project.

a) to get evidence on planning failure I added a log with messages in every exit point of plan routine; i.e.
"Too many projects to plan", "No planning element in the project","Cannot plan $left days ..."
This way I can see see how planning process proceed. This is not for users. What they need is something like this.

b,c) I saw that user can produce tender an bills, but they have to manually copy data form project. What they wand is something like a button in project "Create a Tender" "Create a bill" that allow them to create Tender and Bill quite automatically.
