Dio you have any error in log file or in browser console or in Apache error file ?

same with anoter fresh install on 5X
there are feature to enable this ?

no error httpd

juste log file projeqtor

Your parameter "Attachment max size" is not set.
This simply disables attachment feature (not only for projets, but for all items).
Just set the value to max size of uploadable files.
Size is in Bytes.
For instance 10485760 for 10MB
