All depends on your OS.
On Linux/debian you should find it at /var/logs/apache/errors.log

You must have installed a WAMP stack (WAMP Server or Easy PHP or else).
Open the console of this tool and search for Apache logs.
For instance on WAMP Server :
- click on WAMP icon on task bar
- move mouse over "Apache" line (a sub-menu opens)
- select "Apache error log"

After i have installed the WampServer will the error be solved and be able to create a new project since the functions are frozen at the moment ?

No, I don't talked abot you have to do, but what you must already have done.

ProjeQtOr is a web application, so you need a web server and db server (that's what Wamp does)

Please explain how you installed your Projeqtor...

We have a domain that we use to access the control panel from there i was able to install Projeqtor
