Except I wouldn't touch M$ stuff with a 15 m pole and Ubuntu sets things up the way it wants to (and thinks it owns my hardware just like M$).
I'm running a straight vanilla system - - - no apparmor nor selinux at all.
I think that I have found the cracks where a debian system using postgresql just has some kind of issues that aren't present on a WAMP stack.
I'm also not enough of an admin to know what nor how to tweak stuff.
Just means that even though things are said to be the same at best they are similar.
The similar hides the differences and as I don't know them and there are no more permissions to open up - - - well - - I can't get things to work.
Not the end of the earth - - - - just one more time when the 'similar to' idea bites me in the posterior!

Oh well - - - on to finding some tools to get my stuff done.

I had the same problem. I found out that SELinux was enabled. In order to move on I had to disable SELinux.

I had the same problem, and it was because of SELinux was enforced. In that case chmod 777 is not enough.

Either you disable SELinux, which mightnot be a proper solution, or you give the right permission on the folder where you have the web application (/usr/share/nginx/html/projeqtor), and on the folder(/projeqtor) where you have the files, reports etc:
chcon -R -t httpd_sys_rw_content_t /projeqtor/
chcon -R -t httpd_sys_rw_content_t /usr/share/nginx/html/projeqtor/
semanage fcontext -a -t httpd_sys_rw_content_t "/projeqtor(/.*)?"
semanage fcontext -a -t httpd_sys_rw_content_t "/usr/share/nginx/html/projeqtor(/.*)?"
