I think I have found simpler solution - I have added into 'Functions' new role - 'Reviewer'. So now it only question how to enforce that only reviewer can do the changes from review status...

Alos, if this fits your need, why not create a new Profile "reviewer".
Then you can define a workflow so that only "reviewer" can change a given status.

But again, this will not enforce that changes are made by resource other than responsible (if responsible is reviewer...)

It's Ok if this profile can be linked to the role of resource added. In this case we can just set the status change for a particular status only and it will do the job

A Profile is linked to each resource / user.

There is no link between Profile and Function (is that what you call Role ?).
A resource can have defferent functions, and can be assigned to 1 activity several times with different functions.
So I don't think what you expect is possible.
