Ask your web hoster to open fsocked - seeing your error message it seems to be disabled.
Or change webhoster with opened fsocked.

I use xampp windows on Localhost :(

I use other open source tools as dolibarr to sending mail, it's work without problems :S

So it is most likely that configuring Project'Or RIA the same way will work.

:) good to send mail to user " account information" that I changed option php.ini "mail.add_x_header" to ON

but i can't send mail from project, ticket ... :(
