Yes.
First you must have the right to do it (defined in Specific Access Rights) and then, move your cusor over the Creation icon (beside Ticket Title) you'll see an edit icon. Just click to edit...

Seems to partially works ... when i toggle to 'yes' for every profile and click save ... not all of them are saved ...

I cannot reproduce.
When I change value and save, all are correclty saved.
Please describe use case exactely and possibly post print screen.
