Hello,
Looking for a way so the projects are only visible (in the project list in attachement) by the manager and the resources assigned to the Project .

the projects in the "project list" are visible by everyone.
I need that every project manager and resources see only their own projects

You just have to correctly manage "acces rights" and profile, because it is default way of working of ProjeQtOr.
Pay attention to profiles : resources should have defaut profile corresponding to expected access rights and be affected only to projects they should see.
Do not use Admin or Supervisor profiles, as they give visibility to all projects.
Also avoid project types "Administratives" and "Templates".
