Starting ProjeQtOr for the first time was created by mcdonar
I have installed ProjeQtOr under Windows 10, as a stand-alone app, but am unable to determine how to start the app.
How do I do this?

ProjeQtOr is not a "standalone" application, it is a web application.
You must install it on a xAMP stack.
So you have to install some WAMP or XAMPP or EasyPHP to run ProjeQtOr.
See instructions on web site and on readme file.
