No,

It is not a tool to draw Gantt, but to plan activity :whistle:

There are ways to fix dates of a task, but not moving it.

No, not on a short term.

Moving task involves a specific planning mode "must start on fixed date", which does not exist on ProjeQtOr.
The good way to do it is to define an entry point (fixed milestone) and add a dependency to the given task.
Then the milestoine is the predecessor of the task, the task should start on due date. But planning may affect it, depending on other rules and resources availability.
