No, it's not normal.
Do you have console errors? log errors? What's your version? Do you reproduce the case on demo.projeqtor?

I'm on V12.1.0. Révision : 22603
There the report list menu on left panel but when I'm click on, there nothing...
and nothing on Log file

If you disconnected reconnected?
have you changed your rights? what profile do you have?

On demo you can see that it works with the profile manager.
Don't hesitate to describe your problem in more detail.
I think you can still access it if you go from the reports and then you'll get list reports.

first when I select report menu on left panel I see the list report, but not on the right panel called "catégorie"
 

and second when I click on the report list on the left panel, there is nothing happen ...
