External Project Leader can not modify a ticket

External Project Leader can not modify a ticket was created by naceur.ayachi@tsi.com.tn
Hello,
What we wanted to do :
- External Project Leader create Ticket
- Project Leader assign it
- Anyone make it in progress and then Done
- External Project leader makes it Closed : And here happens the problem
External Project Leader receives this error message : You tried and directly remove more than your own work (0 h). You should use "Dispatch work" button for this.
In fact since the ticket has received time spent on it external project leader can not modify anything on this ticket
This error message does not happen with internal users

Check work on ticket.
It seems External Project Leaders changed real work.
He cannot directly remove work that he did not enter himself.

External Project Leader is not allowed to enter or modify any real work. (see attached print screen)
Other users (Internal) enter real work.
The problem happens since other users enter real work.
Before other users enter real work the external project leader can do everything correctly
The same problem happens with external project member
