Activity priority

Hi,
I have project, subproject.
Only Subproject have activity.
I try to prioritize activity from all of the project and other project, but it does not work.
All activity have same characteristics, and a priority to 500.
I put 400 on this activity, no change on the diary.
Il put valid and request date to the date of the work.
I can't change WBS project and activity…
Do I miss something ?

I have calculate the planning before post, il forget to write it.
Another solution ?

If I move task or project, all the other activity will be impacted. I don't want this.

I've created Projects
ATB 1
- ATB 1-1
-- ATB 1-1-1
ATB 2
- ATB 2-1
-- ATB 2-1-1
As Supervisor, ATB 1 and ATB 2 are sub projects of JES, it is not with manager.
As manager, i want to create activity to Dev ATB on ATB 1-1-1, but it don't appear on the list.
