Don't send email update to instigator of action was created by Rexeh
If a user has, created a ticket, changed the status, do we need to send an email to that user that the action has been performed?

The instigator of the action perhaps shouldn't receive the emails they're essentially creating.

It is exactly as you wish.
You just have to parameter the mails to your own need.

The Mail On Event is set at a global level?

If I am... a project team member say

I change the status from NEW to ASSIGNED

On change from NEW to ASSIGNED, all Project Team Members are emailed

Why would it make sense to email me, even though I'm a Project Team member, if I'm the one who has made the change?

I understand now.
In fact there is no exclusion.

I'm not sure this could be generalized.
For instance if user is also responsible, maybe he'd like to recieve the mail to keep it in his work list.

Maybe a configuration such as "don't send mails to myself" would fit.
Or some configuration on Mails on Events : "don't send to sender"
