Check list Enforcement? Rather than optional?

I like the idea of check-list functionality! Very nice to see and in-line of how I'd imagine a process to work (and to prevent mistakes).

At the moment however it looks like this is optional? Rather than how I would see it as sort of a Workflow situation.

If ticket type is X, and status changes to Y

> Have you done A
> Have you done B
> Have you done C

To prevent someone for example, closing an activity, ticket, project without performing steps like "Have you cleared out all left work", "Have you raised final payment invoice for customer", "Have you configured subscription with internal controller"

Thoughts?
