Install stuck on loading after admin admin login.

I haven't done much apache config work in a while,  not sure how to resolve this issue

With Windows 10, I have latest xampp build installed.  The only errors the projeqtor install mentioned was a max input vars setting should be set to 4000.  I don't remember which ini file that's supposed to be on however I cannot find it on the php ini.  I also don't remember how to find error logs on phpmyadmin or apache so i can't post that info here.

what are the main causes of an install to be stuck on the loading screen?
 

Nothing wrong with apache-php install. I've checked Linux and Windows versions and the config files and nothing is wrong.

max_input_vars is set to 4000 and 2000 and still same freezing screen.

I have checked the error logs and there are no apache errors. Xampp finds no php error log.

Main screen keeps in login.
