Additonal note: If a Ticket is currently displayed in ProjeQtOr and I open a new Browser tab with ProjeQtOr's [+] icon, the new tab also shows the mostly empty screen, even though the URLs looks as if ProjeQtOr tries to open a second view of the currently displayed ticket.

Not sure. I checked the logs and indeed there is a frequent error, but it also occurs during normal page loads when everything seems to work fine - so not sure if it's related to the "blank main panel" problem.

First , concider migrating to V9.0.4

Second, it may be an issue when user has no report available (none at all).
It's a case we never faced.
Ticket #5277 recorded.

As a workaround, you may allow at least one report for this profile of users.

Regarding upgrade to 9.0.4: Would it make sense to wait for 9.0.5, as there are already a few other minor bugs I reported against 9.0.3 and which, as far as I understood, are supposed to be fixed in 9.0.5?
Concerning the reports:
I might be because I basically enabled only the Tickets module so far - the original UI looked pretty "busy" and I tried to slim it down as much as possible to improve acceptance in my team. (Now with the new UI, I might try to carefully reenable other modules which might be helpful in the future.)

So actually I'm not sure if it's even possible for me to create some kind of report at the moment. There's a menu entry "reports" in the left-hand menu, but it also shows a mostly empty pane and I couldn't find a way to actually create any report.

Don't wait for 9.0.5, as no major issue reported it won't be deployed soon.
V9.0.4 included many fixes, some major...
