Is there a way to change the progress percentage of a project or an activity mannualy?

Not the calculated progress, as it is ... calculated.
Only way to change progress is to add real work : progress = real / (real + left)

But you have another progress : overall progress, which is a value selected from a list.
You can also manage the list to define all possible values.
