Yes of course, the administrator can change this data. globally the administrator can do everything except if he himself takes away the rights.

Access and visibility rights on a project are made at the profile level on the project and not on your default profile.

You can be administrator but if you are only PL on this project then you inherit the rights of this profile.

It is therefore necessary to unlock the CRUD rights on the activities (Authorizations> rights dependent on the project) for the project manager profile to be able to modify or create them.
