Which version of ProjeQtOr and which version of the plugin are you using ?

Just take care that there are 2 screens :
  • ​​​​​ Template report per project where access right is defined in Access to Data (project dependant)
  • Template report where access right is defined in  Access to Data (not project dependant)
As an admin, you should configure the second one
