Failed to load resource: the server responded with a status of 403 (Forbidden)

Your web server is not configured to allow acces to whole projector structure.
Most common issue is that php user is not owner of files and access rights are too restrictive.
Exemple on ubuntu
chown www-data: -R /var/www/html/projeqtor
chmod 755: -R /var/www/html/projeqtor

To clarify the nothing:
The completed form is displayed but nothing more when I do ok I return to the form and if I look on the database server no request has been transmitted.

It is normal at this step.
Database updates are done at the next step.
If all is OK, you shoumd bget a button "continue".
Otherwise, you should get an error on the screen, or on log file (projeqtor or php) or on browser console.
