I found the permission setting and was able to enable the subscription button for my user. Now I just have to test it / play with this feature.
However I would never have imagined that the "subscribe to surveys" permission would have anything to do with being able to subscribe to e.g. Tickets... (To add on that, the whole section this setting is contained in is called "Real work assignment and Scheduling Calendar" in the German translation. See screenshot.)
What's the rationale behind this assignment? (I'm still trying to get an idea about how the different concepts interact in ProjeQtOr.)

Assignement is to define which resource will work on activity and with effort (work) is required to execute the activity.
This will enable capacity planning

Ah, sorry, I think we're lost in translation now.
Actually I already understood what the term "Assignment" usually means in ProjeQtOr.
What I wanted to know is why the "Item subscription" permission setting (which e.g. includes Ticket subscriptions) is called "subscribe to surveys" in the permission configuration dialog and why it was assigned to the confiugration section "Real work assignment and Scheduling Calendar" (as can be seen in the screenshot attached to my previous post).
I didn't even remotely expect the setting to hide there (and be called as it is) and probably would never have found it myself without your and Alain's help...

I think it is an issue in the german translatrion
Have a look at english version, it is more accurate.
Possibly you can propose better translation ...
From my point of view, the descriptions / labels are also confusing in the English translation.
The section is called "Access to resource data" (see 4ce's screenshot) - I had the opinion, that ProjeQtOr is calling employees, machines and stuff like this "resources" and thus would have expected permissions to related data to be configured in this section.
Also with this headline I would not have expected the permission setting determining who can subscribe to item actions to be hidden there.
Also, as 4ce pointed out, also in the English translation the setting is called "Can subscribe to survey for users". Actually, I have no idea what kind of surveys ProjeQtOr offers - even using Google the only reference to surveys related to ProjeQtOr seems to be this setting.
However the description is definitely misleading as the setting obviously does not control access to subscriptions concerning some kind of survey, but subscriptions to Item events in general...
The setting also does not really fit to the other "sibling" settings in this group.
I would call the setting "Allow Item action subscriptions" and would move it to the "Display specific buttons" section or maybe the "Unlock Items" section, which would have to be renamed to "Item Permissions" or similar...
Take this with a grain of salt, however, as I'm still pretty new to ProjeQtOr and the concepts behind, so I might have gotten something wrong.
