How is conducted the evolution of this tool?

We, ProjeQtOr Team, mange the evolution of the product.
We publish new evolutive version every three months, and new corrective patch whenever needed.

The team behing ProjeQtOr is SAS PROJEQTOR employees.
We have a website dedicated to the society and our services, including plug-ins shop : www.projeqtor.net/en/
We are a small society of 7 persons, 100% devoted to ProjeQtOr.
I am the original developer of ProjeQtOr since 2009, and President of SAS PROJEQTOR.
We ensure that ProjeQtOr will live long.
Anyone can sponsor an evolution to have it developed in next version (www.projeqtor.org/en/services/evolutions-en).
We also have a great community, that point out issues, sometimes propose fix for issues, request for evolutions, sometimes propose code for new features, or translate the application to their own language.
We integrate / test / validate (and possibly reject) all contributions, so that we can ensure quality of the code.

This list is not complete as we do not know all our users (anyone can download and use projeqtor without even creating an account here) we only know our customers (ones who subscribe to our services)

Yes.
We have some contributors that translated ProjeQtOr interface to Brazilian Portuguese.

Why projeqtor is missing on openhub.net?

We are on SourceForge
(not the most up-to-date, but ProjeQtOr is not so young )

My favorite is PMSoftware comparison website because I really like the way they compared tools : by really testing them (and they explain their notation method), not just with few comparison points like what you can get on most comparison websites (the evaluation being mostly balanced by the fact that the society subscribed to paid service of the evaluation website)
