Event mails by project sent multiple times

Hi,

The following rules have been defined:

Rule number one :

- Element updated : ticket
- Type : empty
- Project : empty
- New status : new
- Or other event : empty
- Mail receivers :
x others : This email address is being protected from spambots. You need JavaScript enabled to view it.

Rule number two :

- Element updated : ticket
- Type : empty
- Project : empty
- New status : empty
- Or other event : any modification
- Mail receivers :
x requestor
x issuer
x responsible
x project team
x project leader


Each time a ticket is modified, the email is sent twice to the recipients defined in the second rule.

If the two rules are defined with the same status or the same event, only one email is sent to the recipients of the second rule.

Is this normal? What are the rules for sending mails? Events per project do not overload general events?
